They are doing a lot of following the letter of the law, rather than its spirit in California.  This is the kind of resistance that I approve of, and I think over the long run it will be effective.

    All good stuff for CA – but still NOT civil disobedience.

    It is when what you’re doing is questionably legal. The folks doing this are taking a chance, because they are reading the law a certain way. That’s not to say the California DOJ won’t read it another, come arrest you, and leave you to argue your case before a judge and jury.
