When I was in the Corps, I had to deal with this type of idiot-leader often.  
Let me quote fellow Marine, Steve Doran:
"When I was in the Marines we had several good officers who knew that our survival depended on good equipment and the ability to use it. We had a few others who would rather see you die then break a regulation..."

Good leaders encouraged the troops to live up to their potential.  The bad leaders saw the enlisted as "an accident looking for a place to happen."  The natural consequence was the best performers were held back because of what some idiot "might" do.  The simple answer would be to isolate the trouble makers and fools, restrict them, and them alone, and encourage them to improve themselves with the obvious reward of no more restrictions.  OF course we could never do that.  Can't isolated *just* the troublemakers.

Wesley Clark and John Kerry are the same way; The Underlings Can Not Be Trusted....

Clark even liked the M9 better than the 1911 because the M9 was HARDER to get into firing condition from the carrying condition!</description>

You got it right:  in the opinion Scalia specifically said that, since Heller conceded the licensing provided it was applied fairly, the Court would NOT address the issue at all.

Anti's think that means licensing is okay.  Folks with brains know that it means licensing will likely be the next big case.

&lt;i&gt;Heller&lt;/i&gt; = Call to arms, not call to victory.
