Nice explanation. I also thought someone rights had to be violated before a case could be brought against the Mayor and Council. With the local AG stated she will not enforce these laws since she believes they violate state law, there is little or no chance someone will be arrested.
The problem is if a law is left on the books that is illegal, then in later years it is presumed to be legal. Best to keep the law books clean rather keeping illegal books around to trip some innocent years later.
