The Peruvian Police have some very menacing looking riot gear. I’m not sure I’m comfortable with how they appear to be marching either.

You’ll see a lot of goose-stepping in South America. There’s a big German influence down there. There was a big influx in the 1940’s for some reason….

I’m confused.
I looked at the picture and I don’t see any of them holding that little note pad with the traffic infraction templates.

Actually, German influence in South America predates World War II. Paraguay, for example, was one of the few countries willing to take German Jews before World War II, and one of the few countries willing to take German Nazis after World War II. Why?
Paraguay’s population in 1940 was lower than in 1840, largely because of a deranged dictator named Francisco Solano López, who ran a very modern police state, required those of European blood to marry non-Europeans, and simultaneously took on Argentina, Brazil, and Uruguay in a war. He managed to reduce the population from 525,000 to 221,000 in just a few years, and 90% of the adult male population was gone.

Minor correction: it was a predecessor of Lopez, “El Supremo” who passed the mandatory interracial marriage law.

I think there was also some German immigration to South America in the 19th Century and the German government bought some colonies at some point.
