I suspect they do given the blackout rules, but don't know either way.

Even if they do, the feds aren't the ones coughing up tax breaks for local stadiums, so I don't see the federal government's interest (other than as a bully pulpit).</description>

		<description>I have never liked Arlen, but the NFL has anti-trust exemptions, granted by congress, that allow them to profit  where others could not. And taxpayers are paying for many NFL stadiums. The public has a fiduciary interest in teams that cheat.</description>
