By its terms, the Fourteenth Amendment, unlike the Second, applies only to the states. That's why <i>Brown v. Board of Education</i> did not, by itself, end segregation in DC. That took the more obscure, and far more convoluted companion case of <i>Bolling v. Sharpe,</i> which was decided the same day. There’s only one problem with this analogy: it’s too generous. But I gotta question why does DC have more than two residents (PotUS and VP) anyhow? Couldn't rezoning and such be used to make everyone a resident of the neighboring states?
